Abstract:
|
Reviewing paradata and monitoring response dashboards are two tools used to help reduce nonresponse. After the 2007 Census of Governments:Finance Component, we developed a dashboard that monitored response in the very early stages of processing. In 2012, we added the use of a score function to the dashboard. As part of our modernization and re-engineering efforts, a new nonresponse follow-up application was also developed. This paper shows how we incorporated the use of paradata into the dashboard score function and subsequently incorporated the new score function into the nonresponse follow-up application to target units with the highest score function in an effort to increase response rates.
