Damaraju Raghavarao made outstanding contributions to the theory of experimental designs. HIs Wiley 1971 book Constructions and Combinatorial Problems in Design of Experiments is a classic. He applied his exceptional skills in combinatorial theory to a variety of practical problems including the construction of sampling designs. In this talk I will review some of those contributions to sampling designs. I will also present some recent work on the application of experimental designs to construct sampling designs,inspired by Raghavarao's pioneering work.
