In this talk, we propose a nonparametric Bayesian approach for modeling roll call data. The resulting model can cluster bills into groups according to observed voting patterns, and aims to identify voting blocks of senators specific to each of these groups. The model is able to account for non-response through imputation. We illustrate our model using data from the 108th Senate.
