This paper discusses the strategic objectives and progress of several change initiatives at the Census Bureau. The initiatives include several developmental projects intended to improve the timeliness, cost effectiveness, and quality of data by modifying activities and methods that make up the survey and information collection life cycle. This includes moving to a standardized, integrated approach to developing surveys and data products across programs; multi mode data collection; adaptive design; increased use of several types of administrative records; realignment of demographic survey activities, including closure of field offices; 2020 Census research and testing; and other activities critical to successfully responding to changes in the information environment. The paper will present challenges, the approach taken to successfully address these challenges, the expected results, and the implications for the federal statistical system and statistical data users.
