Title: Web Collection in the Quarterly Census of Employment and Wages Program

Abstract:

The Bureau of Labor Statistics Quarterly Census of Employment and Wages Program developed a web-based data collection program to address the data collection needs of its Annual Refiling Survey (ARS). The purpose of the ARS is to review and update the classification codes and geographic location codes assigned to the approximately 9 million worksites on this database. Around 1/3 of these worksites are reviewed each year.

This paper focuses on the cost associated with collecting this large volume of data in order to explain the necessity of pursuing alternative collection methods. Particular focus will be given to the documentation of the design, development, testing and implementation of a web based system to collect ARS response data. Differences in the collection periodicity, employer contacts, security, survey content and form design, employer size (number of worksites), solicitation procedures, testing environment, and other relevant issues were used to determine the best approach for the ARS. This cost/benefit analysis helped determine which employers within the survey are best suited for web-based collection.
