Abstract:
|
The Girls Education Challenge is a series of 15 intervention project designed to improve the education of marginalized girls in nine countries in Africa and Asia. The evaluation of these projects takes the form of three surveys including education assessments. The challenges include a short timeframe, multiple cultures and languages, varying definition of the target population, and the multivaried aspect of the projects. In light of these features, the need to have a standardized and uniform approach to the evaluation process poses additional challenges. Decision have to be made whether the survey should be conducted at home or in schools; how to reliably assess girls' education with a short instrument; how to decide on an optimal sample size; whether the three surveys (baseline, midline, endline) should be longitudinal or independent cross-sections; how the survey should be used to measure education improvement; and how to efficiently coordinate the evaulation process with the underlying projects. Numerous practical approaches had to be designed to make the survey process streamlined and successfully implemented in all countries with a two -month time period.
