The Federal Reserve Board conducted a two-part survey of the finance companies in 2010-2011. This establishment survey underwent a major revision involving questionnaire redesign, utilizing a new sample frame, and implementing a mixed-mode approach. A significant challenge was to untangle the complicated web of firms within a corporate hierarchy and properly identify and include the parent finance company at the highest level. This paper reviews many issues that surfaced during the course of the survey and our coping strategies. Alternative practices and methods are discussed with eyes set on the forthcoming survey in 2015.
