Abstract:

This paper discusses the results of a comprehensive assessment of the existing organizational structure of the Decennial Census Programs Directorate. It outlines the strategic approach for this change effort based on industry's best practices and presents the results from the data collection efforts that informed the new organizational structure. The ultimate goal of the new organization is to be as efficient as possible by leveraging existing resources in new ways, streamlining operations, and increasing integration with enterprise-level changes across the Census Bureau. It discusses the consolidation of some functions among directorate programs such as program management processes, research planning, and information technology services. Finally, it discusses how these changes will more effectively support the continued planning and implementing of the 2020 Census and other major programs within the directorate: the American Community Survey, Geographic Programs, and the Data Access and Dissemination System.
