When making comparisons of education expenditure or allocating funds for education, analysts and agencies often want to control for known variations over geographic regions. In essence, control for costs uncontrollable by schools and education agencies. As wages make up the largest portion of education expenditures, wages are used as a proxy for expenditures and an index is developed for labor markets and states using data from restricted-use American Community Survey data at the U.S. Census Bureau.
