It is not unusual in environmental testing to have competing methods for measuring a release or emission. Frequently the question is asked whether the measurement techniques "are the same". Presumably that means "Do you get the same answer?" But the question is deceptive as the answer depends critically on what the test is used for. Variations in levels may have no significance if they are used only to determine adherence or violation of a standard. Further, they may also have no significance if an identifiable systematic difference between the measurements exists. Additional concerns arise if one method is specified in a regulation, while another might be more readily available or less expensive. The paper will review some progress in this area and discuss several environmental applications.
