Units which have not responded to a survey are generally subject follow up. The survey statistician must determine which units are given priority for contact. In this presentation, we use the conditional bias of unit as a tool to construct a scoring system, which will maximise the efficiency of estimators adjusted for nonresponse. The conditional bias of a unit can be seen as its contribution to the nonresponse error. The results of a simulation study will be presented.
