Title: Does Banning Hand-Held Cell Phone Use While Driving Reduce Collisions?

Abstract:

Driver distraction accounts for a significant number of crashes each year, with cell phones being one of the newest and most publicized distractions. This study examines whether state bans on hand-held cell phone use while driving help to reduce crashes. A time-based Poisson regression was employed using monthly automobile insurance collision claim frequency from California, Connecticut, New York, and the District of Columbia. Neighboring states with unchanged cell phone laws were used as controls. No significant reduction in collision frequency was found for any of the states after cell phone laws were enacted.
