This presentation will summarize the report of a National Research Council study on the above topic. The study, conducted by the NRC Committee on National Statistics, was sponsored by Director of Operational Test and Evaluation and the Under Secretary of Defense for Acquisition, Technology, and Logistics of the Department of Defense. The presentation will cover findings and recommendations on the process for setting requirements for defense systems, technological maturity of systems, communications among various stake holders, the importance of data archives, and other organizational issues.
