Abstract:

Average Outgoing Quality Limit (AOQL) methodology may be applied, as it was for 2010 Census data capture, in quality control procedures to ensure the proportion of errors does not exceed a specified limit. For each batch of production units, we seek the set of sampling plan parameters (batch size, sample size, and acceptance number) that both ensures effectiveness in limiting errors and optimizes efficiency by minimizing workloads. When production operations do not allow strict control over these parameters, a sampling plan strategy is needed to find sampling plans fitting to each batch that ensure such effectiveness and efficiency over all batches. The best operational procedures to do so will capitalize on the mathematical relationships among statistics in the methodology.
