Abstract:

The Annual Fuel Oil and Kerosene Report Sales Report is a volume survey that covers, among other products, sales of distillate and residual oil in the fifty States and the District of Columbia. Estimates are needed for several combinations of product and end-use for every State. The sample for this survey has undergone several design changes over the years. Early samples linked multiple stratifications through Permanent Random Numbers - a procedure requiring simulations to obtain weight. Later, PRNs were eliminated when residual oil sellers were designated as certainties. Most recently, in response to the addition of diesel fuel volumes to the sampling frame, a procedure crossing four stratifications and sampling with PPS was implemented. Several variants of this procedure have been evaluated through simulations.
