Abstract:

We conducted a secondary analysis of prospectively collected data on children with special health care needs (CSHCN) for whom data regarding the experience of quality primary care were available (n=1591) from the 2004-2005 and 2005-2006 longitudinal data panels of the Medical Expenditure Panel Survey (MEPS). Composite measures of primary care quality available in MEPS were family-centeredness, realized access, and timeliness. Weighted multivariate Poisson regression analyses were performed, yielding Incident Rate Ratios (IRRs) to assess associations between quality of primary care and subsequent health care utilization, adjusting for socio-demographic variables. The results indicated that lower rates of hospitalizations among CSHCN were associated with high-quality family- centeredness and realized access to primary care, although not uniformly across insurance types.
