Abstract:

Why is it so difficult for government agencies to share data? This paper addresses the problems statisticians and social scientists face in encouraging the public sector to use its extensive data effectively.

The potential gains from public sector data sharing are well recognized. Yet this potential has not been realized, as data sharing initiatives have frequently floundered when confronted by legal, ethical, institutional and organization impediments which are not overcome by the technical process of de-identification.

We report on an Australian Research Council funded project aimed squarely at resolving these impediments. Geographers and statisticians at two universities have successfully worked with state government human service agencies to develop protocols to enable the secure, controlled and confidential sharing of data between agencies and related university researchers.
