Abstract:

The speaker has been a statistician on an Appraisal Committee for the UK National Institute for Clinical Excellence (NICE) for 10 years. NICE decides whether a treatment should be funded by the UK National Health Service. NICE considers in particular the relative benefits versus the relative costs via the incremental cost effectiveness ratio (ICER). The speaker will cover statistical aspects of appraisals including: subgroup analysis, making decisions under uncertainty, the poor statistical properties of ICERs, use of Bayesian statistics, use of parametric survival models, problems of subjects switching treatments on oncology trials. Examples from different appraisals will be discussed and it will be shown that statisticians were important in many cases in guiding the committee to evidence based decisions.
