Abstract:

The purpose of this paper is to document the design for the Canadian Child Restraint Survey. The survey estimates four measures related to child restraint use. The Child Restraint Survey is an observational survey. Observations are done at controlled intersections and in parking lots.The design for the intersection segment of the survey comprises two stratification levels and two stages of sampling. The stratification levels are province/region and population size stratum. The sampling stages are the selection of the sites and the selection of the period of observation. The intersections are drawn from Natural Resources Canada's National Road Network database. Ways of minimizing the risk of sampling sites with low traffic volumes or with a low proportion of children will be discussed. Finally, the estimation model for calculating the child restraint usage rate will be discussed.
