Abstract:

In a previous paper, "A Three Phase Model of Census Capture" (Olson 2009), the probability of a complete capture in Census 2000 was modeled using characteristics known or believed to be correlated with that probability. The definition of incomplete or non-capture included three possibilities that were not differentiated: replacement by an imputed person, insufficient information collected to determine census inclusion, and outright omission. This paper extends that research to explicitly examine the three types of incomplete and non-capture, to determine which broad groups of census operations are causing complete omissions and incomplete captures.
