Abstract:

Policymaking depends on accurate data. Federal statistical agencies are responsible for collecting such data and providing it to policymakers. However, these agencies have the legal responsibility to protect the confidentiality of data. As a result, agencies typically do not provide unfettered data access. To balance access with data protection, agencies have started to use synthetic data protection methods in order to share data with policymakers. The session panelists will discuss 1) the challenges to data access for policymaking, 2) how to appropriately balance privacy with data access, and 3) the current responses of Federal agencies. The panel will focus its discussion on the Census Bureau's OnTheMap system and the Transportation Research Board's Request for Proposal "Producing Transportation Data Products from the American Community Survey that Comply with Disclosure Rules."
