Abstract:

While we always look to the past as a means of informing present and future strategies in census work, this can be a mixed blessing. Objectives and methods frequently become fixed for no good reason, shutting out creative paths that may lead to much-needed innovation. In this session, an effort is made to start fresh and ask the most basic questions about what the goal of a 2020 Census would be and how best to achieve it. Emphasis will be placed on questions regarding why the data are needed, the level of precision that is needed, the level of precision that is available, and the methods that may be used to achieve these ends.
