Abstract:

Most medicines in common usage in Australia are subsidized by the government. This means that new medicines typically undergo a detailed cost-effectiveness assessment, based on a submission from the drug's sponsor, to determine whether they should be added to the subsidized list. This presentation will discuss some of the statistical complexities of this process. These complexities often stem from the use of data that were collected for regulatory approval purposes rather than for establishing cost-effectiveness against current best practice. Statistical analysis guidelines have therefore been developed describing how to deal with such issues as surrogate outcomes and non-randomized treatment comparisons in cost-effectiveness submissions. The underlying statistical principles of these guidelines will be discussed and illustrated in the presentation.
