Title: An Integrated Approach to Land Use Policy

Abstract:

The objective of this paper is to develop a strategic planning framework for the State of Delaware. The first step would be to define the overall framework and philosophy of the system. The remaining steps would be to determine the favorable outcomes for sustainability; define the process to reach those outcomes; find concrete measures to comply with principles of the process; and finally to monitor and audit instruments for compliance of actions with the process. This study would create a framework that considers the 5 steps outlined above while at the same time it would encompass issues of sprawl, energy over-consumption, traffic congestion, pollution and environmental inequity. It will also examine what other states are doing and use ideas and case studies as benchmarks for legislation and policy changes.
