Random samples of US veterans were surveyed using a web-based survey and a traditional paper survey format. Responses among each mode were compared to determine if the survey mode has an impact on the sampling design, coverage, and non-response. Response rates for each mode were also determined and compared. We found that, while there were no significant differences in reliability of responses, there were significant differences in response rates based on mode of collection. Traditional paper surveys yielded the high response rate with a significant drop to the web surveys. We propose a bi-modal method of data collection to minimize costs and time. Using data collected from three veteran studies we suggest the usage of the bi-modal approach based on notifications of web surveys and follow-ups using traditional paper instruments.
