Abstract:

The transportation system has historically been funded by a gas tax. The depletion of transportation funds available to maintain and improve the U.S. system is an urgent issue. In the transportation arena, several policy options are on the table for solving the highway finance issue. This paper examines the potential impacts of top policy solutions such as mileage based user fees and variable pricing on the mobility of population groups in the U.S. Specifically, the paper will utilize interim data from the 2008 National Household Travel Survey (NHTS) to quantify the economic impacts and potential mobility limitations for lower income households in both urban and rural areas. For four decades, the NHTS Program has provided detailed information on the travel of the American public by all modes of transportation.
