Title: Clustering Performance Data Across Measure Sets: An Analysis of National Hospital Quality Measures Designated for the CMS Value-Based Purchasing Program

Abstract:

Composite scores have been widely used for public reporting of the National Hospital Quality Measures combining measures by clinical area. Our focus was to identify communalities between measures across different sets and to cluster them together into a group. Data from 331 hospitals participating with the QI Project in 2007 for the 17 measures designated by CMS for Value-based purchasing were used to find clusters of measures which are highly correlated. Cluster means were tested for statistical difference using ANOVA. The results revealed five clusters: the measures for medication on admission and discharge, during in-hospital hospitalization, antibiotics, counseling/discharge planning and vaccination. Hospital's performance in measures relating to medications given at arrival and discharge were on the average, 11 percents higher than with vaccination related measures (P< 0.05).
