Abstract:

The purpose of this paper is to estimate and compare NAS-based thresholds that are derived from different specifications reflected in the NAS 1995 Report and recent proposals. Thresholds are produced using different percentiles in the expenditure distribution, reference families, assumptions regarding equivalence scales, reference time periods, and definitions of needs defined as consumer expenditures versus consumption. U.S. Consumer Expenditure Survey data are used to derive the thresholds. Data needs to meet requirements of the recent proposals are also addressed.
