Abstract:

Important reforms are now characterizing the university system in Italy, with special focus on issues related to the construction of performance indicators (PIs) for university institutions. The allocation of funds to each university is linked to a system of incentives based on a set of PIs published by the National University Evaluation Committee. Nevertheless, there is a heated debate on the reliability of the multitude of indicators developed, each measuring a different aspect of a university's performance. The main criticism concerns the problem of comparability of institutions caused by different institutional objectives and characteristics. The aim of this paper is to suggest a new approach to evaluate the efficiency of the Italian universities based on frontier production methods in order to obtain appropriate PIs for each institution.
