Title: X-12-ARIMA vs. PROC X12: The UK Experience

Abstract:

The UK Office for National Statistics (ONS) is undertaking modernization of it's corporate software with the aim of streamlining output production. The default corporate tool will be SAS, and each alternative software package in use is being compared to this benchmark. In the case of seasonal adjustment, the recommended tool for ONS is X-12-ARIMA. However, there are data transfer issues between the Oracle-based corporate production system and X-12-ARIMA, which don't exist with SAS. This paper addresses the remaining issue: does PROC X12 in SAS, whilst speeding up the production process, still perform time series analysis (seasonal adjustment, benchmarking, etc) of ONS series to the same quality standards as X-12-ARIMA?
