Title: Oregon 2008 'Hand Recounts'

Abstract:

In 2007 the Oregon Legislature passed a measure requiring "hand counts of ballots counted by the vote tally system." In the Fall of 2008 the Office of Elections in the Secretary of State's office held a public hearing on the rules for implementation. Several statisticians, including myself and ASA past president Peter Lachenbruch collaborated on a submission for the hearing. This presentation will report on the Oregon law, which falls short of a true election audit, and its implementation.
