Title: Cohabitation and Child Care in a Poverty Measure

Abstract:

This paper will summarize findings on two important dimensions of new alternatives to the official poverty measure. Following recommendations of the National Academy of Sciences Panel on Poverty and Family Assistance, the research includes cohabiting couples as families in the assessment of poverty status and develops methods to estimate child care expenses for working families. Following work in two reports from the Census Bureau, and subsequent research, discussion and comment, the paper moves toward further refinements of experimental poverty measures. The author will discuss relevant measurement issues, report on work undertaken to address those issues, and outline plans for timely and recurring updates of improved poverty measures and data collection improvements for the longer term.
