This paper presents a detailed RG planning approach and application that addresses the implementation of both the new ASA(ALT) reliability test threshold, as well as the DSB's recommendation on establishing a RG program for developmental systems. The approach utilizes AMSAA's Planning Model based on Projection Methodology (PM2) as a management tool for developing a RG program planning curve. Such a curve: (1) portrays the planned reliability achievement for a system as a function of program resources; (2) serves as a baseline against which reliability assessments may be compared (for tracking purposes); and (3) both illustrates and quantifies the feasibility in the test program in achieving its interim and final reliability goals. The presented approach balances typical producer and consumer risks, and possesses concomitant measures of programmatic risk, and system maturity.
