Abstract:

In this talk, we introduce a design-based model consistent estimator for a population domain mean. We consider here the unit level model, popularly known as nested-error regression model. We develop a fully design-based method for estimating the model parameters as well as a design-based EBLUP small area estimator, and derive their statistical properties.
