Abstract:

The estimation of the European national accounts requires the reconciliation and balancing of large systems of series combined with temporal disaggregation techniques (infra-annual data). Eurostat has launched two major projects in this field for compiling European quarterly sector accounts and input-output tables. Both projects aim to produce a complete set of European accounts starting from the available data compiled by Member States, ensuring coherence with national figures and internal accounting consistency. Technically the problems require a combination of temporal disaggregation techniques (multivariate benchmarking coupled with univariate temporal disaggregation) and advanced balancing techniques (Stone/RAS/least squares) subject to constraints. The paper illustrates the research carried out in Eurostat on these subjects and the solutions adopted in the production process.
