Abstract:

Statistical disclosure limitation had focused on balancing the risk of disclosure of confidential information collected from individuals or establishments against the utility of released data for statistical uses. Staples of the theory that has evolved over the past decade include the R-U confidentiality map and a formal decision-theoretic framework. In this presentation we reconsider the effectiveness of this statistical approach to privacy and confidentiality in light of recent developments from computer science on what has been described as differential privacy. We consider ways in which the different approaches can be combined.
