Abstract:
|
Innovation is difficult for organizations, including federal statistical agencies. Goal-oriented leadership is critical to foster a culture of innovation in the service of a statistical agency's primary purpose to provide policy-relevant information that is high quality, timely, and generated at a cost that policy makers are willing to pay. Goal-oriented leadership develops and follows through on priorities for systemic improvement, such as: (1) reduce the cost to produce an important set of estimates while maintaining an acceptable level of quality, which could mean greater use of administrative records combined with less frequent interviewing; (2) cooperate with other agencies to determine optimal question design to reduce inconsistencies in policy-relevant estimates from competing surveys. Goal-oriented leadership is useful at every level of management.
