Abstract:

The National Exchange Carrier Association (NECA), a not-for-profit association of local rural telephone companies, sets prices for network access These prices are set targeting a rate of return on investment authorized by the FCC and forecasting revenues and expenses which companies can change when they report actual values in the next twenty-four months . This results in a monthly fluctuation of the rate of return. To understand the source of fluctuations, NECA traces the rate of return changes to differences in reported revenues and expenses.
