Title: Demographic Analysis in the UK Census: a Look Back to 2001 and Looking Forward to 2011

Abstract:

The 2001 United Kingdom Census used dual-system estimates based on a large census coverage survey to assess and adjust for census under-enumeration. A number of demographic analysis techniques, based on administrative data sources, were then used to quality assure the 2001 Census results and to make final coverage adjustments in particular areas or subpopulations. This paper will outline the methods, data sources, and operational processes used in 2001 and look forward to 2011, specifically the demographic analysis techniques that will be considered for both coverage assessment and quality assurance. Furthermore, it will look at the blurring between coverage assessment/adjustment and quality assurance resulting from wider use of demographic techniques and the potential challenges this raises.
