Identity theft! Misuse of personal information! Hackers! Changes in the social and technical environment have increased concerns about confidentiality protection and access to statistical data. In March 2005, the U.S. Census Bureau sponsored a Privacy and Data Use Workshop in Santa Cruz, California, facilitated by former Director Vincent Barabba. A group of privacy advocates and data users was invited to discuss issues, strategies, and challenges related to privacy and data use. A background paper and topic discussions focused on merits and perceptions of growing privacy concerns and their impacts on response rates, the U.S. Census Bureau's current approach to record linkage, views on needs and uses of data for small geographic areas and the potential impact of disseminating them, and privacy and data use considerations in disclosure avoidance decisions for data products. This panel discussion will describe the process used to generate interaction, the challenges discussed, and the subsequent agenda, suggested by the March Workshop participants, for addressing current and emerging concerns.
