Evaluation of consultants at all levels begins with a description of the purpose of the Center for Statistical Consultation and Research (CSCAR). CSCAR leadership reports to the vce president for research at the University of Michigan. It has a general fund budget that covers approximately 50% of its expenses. The concept of mastery is detailed and the specific implementation to the process of selecting consultants with master's and doctoral degrees is detailed. Advancement and promotion are processes that parallel activities within the two primary provider departments, Statistics and Biostatistics, but have different standards and evaluative tools. These too will be described.
