Title: Quality and Coverage of Listings for Area Sampling

Abstract:

Listing is a process that determines the address of each living quarter in a geographic area (e.g., a block). The Demographic Area Address Listing (DAAL) program was developed by the U.S. Census Bureau to improve the quality of sampling frames for several major household surveys through ongoing listing operations in areas that are primarily rural. This program lists certain sample blocks for surveys such as the Current Population Survey and the Survey of Income and Program Participation as well as targeted blocks that have high probability of having coverage problems for the American Community Survey. After the field representatives complete the initial listing, senior field staff perform a dependent "listing check" as a quality check on a sample of the initial listing work. This paper discusses the design of this quality check operation and the initial results after the first year of DAAL. We use the results of the listing check to measure the quality and coverage of the address lists obtained by DAAL with respect to several predictor variables, such as the size of the block being listed. Coverage problems (i.e., undercoverage and overcoverage) can affect survey estimates.
