Abstract:

In most of the United States, household surveys conducted by the U.S. Census Bureau sample from address lists obtained from decennial census and building permit files. However, in areas that are primarily rural, address lists are obtained from field listings. These area listings are dependent on a continually updated file containing addresses from Census 2000 and the U.S. Postal Service's Delivery Sequence File. This dynamic file, called the Master Address File (MAF), serves as the basis for area listings. In this paper, we compare the addresses on the MAF before listing to the field listings obtained after listing. We measure the gross undercoverage and overcoverage of the unenhanced MAF list. The results will provide an assessment of the MAF's ability to replace the area frame and will help decide whether the survey frames can be developed using the MAF as the single source of addresses.
