Abstract:

The Commodity Flow Survey (CFS) was last conducted in 2002 under a major partnership between the Bureau of Transportation Statistics and the U.S. Census Bureau. The CFS is a shipper-based survey and captures the flow of commodities in the United States by all modes of transportation. Industry coverage includes those establishments classified in mining, manufacturing, wholesale, and select retail establishments. The 2002 CFS marked the third in the series of commodity flow surveys conducted as part of the U.S. Census Bureau's quinquinneal economic census. First conducted in 1993, the CFS was reinitiated in 1997 and 2002, and planning is now underway for the next iteration in 2007. This paper examines the historical methodology used to conduct the CFS, discusses the unique challenges facing the measurement of freight movements, and introduces future research aimed at improving the next conduct of the survey in 2007. Specifically, this paper will address issues related to the sample design, industry coverage (including the SIC to NAICS conversion), questionnaire, data collection methodology, mileage calculation, and weighting and estimation.
