Abstract:

The EEO file is used for many purposes, including assisting employers with completing Affirmative Action Plans as required by law. Following each decennial census, the U.S. Census Bureau produces an EEO file, usually in cooperation with other government agencies such as the Equal Employment Opportunity Commission, Department of Justice, Office of Personnel Management, Department of Labor, and Office of Federal Contract Compliance Programs. How will the EEO file be produced without using data from the decennial census long form and what possible changes, if any, will have to be made using data from the ACS? We will review the differences between the decennial census and ACS and try to determine what changes in the EEO file may have to be implemented to obtain significant, reliable data. This paper will discuss the difference between ACS and decennial census and the options for producing a user-friendly EEO file that will meet the users needs while addressing increasingly rigid disclosure requirements.
