Title: Survey Quality Self-assessments

Abstract:

The self-assessment process as envisioned by the Energy Information Administration (EIA) has the longterm goal of assessing and improving the quality of our surveys. EIA initiated development of a survey self-assessment process by establishing an EIA-wide team to develop a self-assessment questionnaire. In 2004, the Statistics and Methods Group started conducting individual assessment meetings with those responsible for administering each of our surveys. These take the form of interviews with the staff around the self-assessment questionnaire. We produce a written report for internal management, including strengths and weaknesses. The interviews touch on all aspects of survey operations, but do not cover as much detail as a quality profile. In addition, survey managers are asked to complete a one-page table summarizing the basic quality measures and how readily available they are. They also are asked to select a survey specific target for improvement. Current progress, usefulness, and future plans will be discussed.
