In this paper, we explore the use of hierarchical empirical Bayes procedures for estimating probabilities using a beta-type prior distribution. The binomial probabilities of interest are smoking cessation rates from eight location sites in which a dissemination study was conducted to implement a reduction in smoking rates among Medicaid-eligible pregnant women. Our goal is to compute posterior probability estimates of the cessation rates. These rates will provide better estimates of the efficacy of the dissemination program than the individual site rates. Given the overall quit rate among the sites, we model the intervention effort using a hierarchical empirical Bayes approach. The software package WinBugs was used to perform the computations.
