Abstract:

In 2004, the U.S. Census Bureau conducted a test designed to evaluate procedural and methodological improvements for the 2010 Census. One objective of this test was to improve coverage of persons within households. To address this, a Coverage Research Followup (CRFU) interview was conducted to identify and correct the household roster of a sample of households enumerated in the 2004 test. A paper questionnaire was developed to followup households by either telephone or personal visit. In this paper, we present the results of the Coverage Research Followup (CRFU) operation in the 2004 Census test. It evaluates the coverage questions on the census forms for reliability in identifying households with errors in the household roster---both omissions and erroneous enumerations. We examine rostering errors by census response mode, site, and by type of living situation. We also look at whether households identified by more than one coverage question indicate whether we are more likely to have errors in the household roster.
