Title: Procedures to Reduce the Risk of Disclosure in the Microdata Files from a Health Survey

Abstract:

Public-use data files (PUFs) contain microdata records for individual survey respondents. Most PUFs include basic demographic and socioeconomic information on the respondents. The additional presence of detailed health information and geographic identifiers increases the risk of inadvertently identifying an individual. The risk may be greater in small geographic areas, especially for survey respondents with rare characteristics. The risk of disclosure further increases with the availability of exogenous files that could be covertly matched with a PUF. The National Center for Health Statistics has released a number of PUFs containing geographic identifiers. This paper examines procedures to reduce the risk of respondent disclosure by identification of cells with a small population size, cells with a small sample size, cells with a small difference between population and sample size, and cells with a large ratio of sample size to population size. A key concern is the availability of exogenous files that could be matched with a PUF for an identified geographic area.
