Title: Updating the Master Address File: Analysis of Adding Addresses via the Community Address Updating System

Abstract:

The Community Address Updating System (CAUS) is an automated field operation where field representatives update housing unit information found on the Master Address File (MAF) and capture new housing unit information not currently found in the MAF. CAUS production began in September 2003 and prioritizes its work into areas where the Delivery Sequence File (DSF) from the United States Postal Service (USPS) may not be useable for providing adequate address coverage. These areas are characterized by a high percentage of noncity-style addresses and growth in the housing unit inventory. This paper examines the units added to the MAF from CAUS listing work done between September 2003 and May 2004. It also discusses how CAUS has done in identifying areas with the most new addresses to optimize the project operations. It reviews the quality of added addresses for inclusion on the MAF. Finally, this paper explores whether other U.S. Census Bureau operations would have captured the address updates or if CAUS was the only current means to collect the added housing unit information.
